Murman Margvelashvili

 Murman Margvelashvili is an energy sector specialist with experience in regulation and governance, tariff setting, operation of distribution companies, feasibility studies and project assessment, privatization, energy sector planning, project management, training, and related fields.

Mr. Margvelashvili graduated from Tbilisi State University with a degree in theoretical physics, and has devoted part of his life to research in physics. He holds a Ph.D. in High Energy Physics from the Moscow Institute of Nuclear Research. As a physicist, he has worked in scientific centers of Russia (Moscow, Dubna), Italy (Trieste, Ferrara), and Switzerland (CERN), attended international conferences worldwide and published articles in international scientific journals.

    In 1994, Mr. Margvelashvili began working on USAID projects in the energy sector of Georgia. As Project Engineer and Project Manager (Burns & Roe Enterprises), he participated in emergency procurement and feasibility studies for the rehabilitation of thermal and hydropower plants electricity transmission and dispatch system, gas transmission network etc.. As a local Project Manager he was employed on a Power Sector Least Cost Planning Study for Georgian power sector performed jointly by five American and one Russian companies. Working with Hagler Bailly Consulting, Mr. Margvelashvili managed an electricity distribution commercialization project in Rustavi, participated in preparative activities for the privatization of electricity and gas distribution and generation assets, took part in the preparation of management contracts for transmission and dispatch system, and the Wholesale Electricity Market. He also organized training courses on power system planning with the Ministry of Fuels and Energy.

At AES-Telasi, Mr. Margvelashvili managed a distribution region and lead several companywide projects, and has also set up a training center for AES employees in Georgia. He served as a member of the Wholesale Electricity Market Board and the chairman of the committee. At JSC Telasi, he leads the Department for Regulatory and Tariff Setting Issues.

As a consultant, Mr. Margvelashvili has participated in the assessment of a number of generation plants, the AES privatization of the thermal power plant in Gardabani, and he has provided consultancy services to the GIOC regarding South Caucasus Pipeline gas acceptance and monetization issues.

Mr. Margvelashvili is a member of international and Georgian Associations of Energy Engineers (AEE, GAEE), and Associate Member of the Georgian Energy Academy (GEA) as of 2006. His current interests include regulation and governance of the energy sector, energy security, energy efficiency, and systems dynamics.
